Regular Council Meeting – Feb 23, 2026

Council gathered on February 23, 2026 for an extensive Regular Council Meeting, with Councillor Tom Lewis absent. 

The meeting began with a huge congratulations to our local Down The Rabbit Hole Theatre Company, who recently attended a Junior Theater Festival in Sacramento, California as the only Canadian entry, bringing home many awards. The company is proud to present the musical, Matilda JR. on June 4, 5, 11, 12, and 13 at the Crystal Ridge Lions Hall. 

Regional Councillor Tom Insinna presented the Councillors Report regarding Miller Waste Systems recycling bins and referred recycling bin inquiries straight to the company, an overview of the three tier approach the region utilizes during cold weather events and provided a follow-up on last meetings inquiry regarding next year’s Stevensville Road and bridge construction. 

Council and attendees then heard from Regional Chair, Bob Gale, regarding his recent letters to Niagara mayors and Minister of Municipal Affairs and Housing, Rob Flack, requesting municipal governance restructuring. Gale acknowledged mixed responses and concerns from the public, and emphasized that this is the start of the conversation of higher efficiency through amalgamations or reducing politicians. An extensive question period followed where Gale was faced with many important questions that have remained unanswered. Gale has given local Mayors 2 weeks to respond to these letters, with feedback due March 3, 2026. 

Councillors voted unanimously to authorize the mayor on behalf of council to file a formal complaint against Gale under the regional code of conduct regarding these letters, as council believes the letters violate the code of conduct. 

Lifelong Fort Erie resident, Greg Hunter, provided an insightful presentation overviewing the importance of local politicians, the history and impact of amalgamation in Ontario and key concerns such as increasing costs. Hunter acknowledged that we are all trying to improve Niagara, but must understand the problem before jumping to a solution. 

Fort Erie Staff proposed to repeal and replace the existing parks and beaches bylaw, citing proactive changes and new enforcement mechanisms to improve clarity, easier interpretation and ease of enforcement. The bylaw would address electric vehicles, new infractions, parking regulations, encroachment and more. There was also a proactive staff initiated amendment to the Snow Removal By Law 17-2009 to address growing winter concerns and operational challenges not related to winter control operations by the town, such as private property snow removal disputes such as blocked driveways, snow buildup on neighbouring properties and obscuring a hydrant or drain. 

During the public meeting portion, council heard from staff providing information regarding a proposed amendment application for a 30-unit, 3-storey apartment building located at 19 Derby Road. The applicant attended and answered questions and concerns about drainage, aesthetics, trees and affordability. Multiple residents commented regarding concerns pertaining to traffic, excessive noise, environmental damage, personal structural damage, drainage, and green space.
