The recent news in Welland of a three-year-old toddler being brutally sexually assaulted in their own home is not just shocking, but outright horrific.
There are few words to describe the raw emotions of sadness, anger, sorrow, and outright frustration that I had upon first hearing of this case, and still do as we learn more details.
No fact is more disturbing than the fact that this poor child was a victim of this crime in their own home, in the middle of the night, when they should be most secure and most safe from the dangers of the outside world.
In this example, however, the hell bent actions of this perpetrator placed this child in harm’s way to a degree that no person should experience in their lifetime, let alone at such a young age.
With more details coming to light in the last week since this assault took place, it is becoming more and more clear how our systems have failed, and continue to fail Canadians here in our community of all ages and all backgrounds.
The vicious perpetrator of this crime was already a convicted sex offender for a similar attack on another child under the age of 16 several years ago.
Court documents show that this previous case from 2021 was violent, brutal, and a clear example that this man was not someone worthy to continue living in our society, and only deserving of the consequences of a robust jail sentence, never to see the light of day.
Our systems, in response to this, chose to release him early from his weak, incredulous prison sentence with only few conditions, and little in the way of hindering his return to being a free man in our community yet again.
And today, we stand again as a community as witnesses to another violent and brutal assault against a child committed by the same man, and under even worse circumstances.
I would like to make my position clear: this man is a monster who does not ever deserve to see the light of day ever again.
As your Member of Parliament, I am emboldened to bring this case forward as an example of the toll our unfair and imbalanced justice system is taking on Canadians.
Child sex offenders do not deserve early releases from their prison sentences on merits that do not effectively factor in whether they will commit more serious crimes again.
Having attended the recent vigil in Welland, it is clear our community is tired and frustrated that such a crime could occur and agrees that we need change.
The Liberals must amend the Criminal Code.
At my office in Welland, my staff are organizing a petition which I intend to bring to Ottawa this fall, calling on the federal government to correct these wrongs in the Criminal Code, which exists for violent offenders today, which you are able to sign during regular business hours.
This is an opportunity for your voice to be heard. This is not my petition, but yours.
I would like to once again express my sorrow for this child, for their family, and for their neighbours who have had to endure and recover and will be forever changed by this act.
I would also like to commend Niagara Regional Police and the Welland Fire & Emergency Services, who were the first to respond to the scene.
I have spoken to those who attended, and I can see the impact this horrendous crime has had on them. They will never get over what they saw, and continue to see, and we should never get over it either.
It is time for change for this child, and all who are victims, to have a brighter, more hopeful, and safer future.
